As the Supply Chain Management Systems project comes to an end this year,Cheap Jerseys From China, one of the positives emanating from it has been the abolition of sole sourcing for drugs in the public health sector.Ministry of Public Health Permanent Secretary, Trevor Thomas making brief remarks. This was highlighted by Permanent Secretary of the Ministry of Public Health, Trevor Thomas,NFL Jerseys Authentic, yesterday,NFL Jerseys From China, at a ceremony at the Supplies Chain Management Complex,Wholesale NFL Jerseys, Diamond East Bank Demerara. He said that the SCMS project provided standard procurement guidelines which were very critical to help strengthen the Ministry’s overall procurement of medicine. These sentiments were also expressed by Cecil Jacques, Senior Technical Advisor at SCMS who concurred that the project through its work which began in 2006 had resulted in the disbandment of sole sourcing. The aim of the project was to enhance the capability of the government of Guyana to begin open tendering in its procurement system so as to allow a larger number of bidders to supply drugs and other health related items.Last year,Wholesale China Jerseys, at a pre-bidding meeting between Public Health Minister Dr. George Norton and potential bidders, it was highlighted that the current prequalification process resulted in sole sourcing whereby the majority of contracts were given to New Guyana Pharmaceutical Corporation (NGPC) in recent years.Thomas, at that time,Cheap Jerseys, had informed the contractors that the current system would continue until the new system is implemented.Regarding NGPC, Thomas had said that technical persons at the ministry would be working to predict when the company would cease supplying drugs. The new “open bidding” process is to ensure that no potential bidder is prevented from a process of bidding to which everyone has a right. At yesterday’s ceremony the permanent secretary said that the other impacts of SCMS have been far reaching in the health sector. Thomas said that the programme came on stream in 2006 at a time when HIV/AIDS was the major health concern.“The Ministry of Health at that time recognised the need to revise the strategic plan and to incorporate a national response to reduce the social and economic impact of HIV/AIDS.”He said that the state’s response to the epidemic had to be cross sectorial and comprehensive. Thomas said that during that period Guyana experienced a high inflow of finances to purchase antiretroviral medication for treatment. However, Thomas said that what was lacking at the time was the capacity to maximise those resources because of the absence of a robust Supply Chain Management System. He said that the SCMS provided government with the sort of system which was missing more so since it can be sustained over time.Further, Thomas said that SCMS came at a time when procurement was ad hoc because scientific ways to determine what quantities were needed and to ascertain how those quantities are procured and delivered. He said that in 2016 the government of Guyana opened competitive bidding for the procurement of medicine and as a result was able to benefit from SCMS expertise in developing a procurement document. This assistance was further extended through the program to build capacity on quantification and forecasting in the public health sector.
